Raj Chopra, Committee Chair, called the Region of Peel  Accessibility Advisory Committee meeting to order on June 16, 2022 at 9:30 a.m., in the Council Chambers, Regional Administrative Headquarters, 10 Peel Centre Drive.  Members of the Committee and staff participated electronically.

Committee Member Belleth was absent due to a personal matter.

Committee Member Crawford-Dickinson was absent due to a personal matter.

Councillor Groves departed at 10:56 a.m. due to other municipal business.

Regional Chair Iannicca departed at 11:10 a.m. due to other municipal business.

  • RECOMMENDATION AAC-5-2022:

    That the agenda for the June 16, 2022 Region of Peel Accessibility Advisory Committee meeting, be approved.

Regarding the Age-Friendly Planning Built Environment Assessment Project

Lindsay Toth, Planner, Gladki Planning Associates Inc. and Joy Simms, Principal Planner, Planning and Development Services, provided an overview of the Peel Age-Friendly Planning Built Environment Assessment Project and an update on Region of Peel age-friendly initiatives.

Members of Committee discussed and raised questions regarding: micro mobility; leash-free zones for pets and service animals; outdoor exercise equipment; and, community gardens.

In response to a question from Committee member Chafe regarding the use of the Ontario Inclusive Age Friendly guides for age-friendly planning projects, Lindsay Toth confirmed that the Ontario guide was reviewed and incorporated into the project with Region of Peel context.

Committee members Chafe and Tymkow expressed interest in participating on the Age-Friendly Planning Built Environment Assessment Project working group.

  • RECOMMENDATION AAC-6-2022:

    1. That staff report back to the Region of Peel Accessibility Advisory Committee with information related to the Region’s site plan review process, including current check lists in place, feasibility of a subcommittee structure, and challenges to the current process, to be discussed and considered at the next Region of Peel Accessibility Advisory Committee meeting.

John Hardcastle, Manager, Development Services provided an overview of the Land Use Planning in Ontario and the Site Plan Review process under the Planning Act.

Members of Committee discussed and raised questions regarding: the site plan review process at the Region of Peel, AODA requirements; project site plan review management, the use of checklists and the integration of accessibility standard requirements.

Members of Committee discussed and raised questions regarding: e-scooter safety; use of e-scooters on regional roads; and, micro mobility safety and provisions as assistive tools. Committee members reminded the Committee to not just focus on the use of e-scooters and that a general micro mobility approach is required as there are many people, including those with disabilities that rely on micro mobility devices to assist them in getting around.

Joe Avsec, Strategist, Transportation, advised that the Region of Peel is not participating in the e-scooter program as it has limited infrastructure for its participation in the program. Region of Peel staff are working closely with staff from the City of Mississauga and the City of Brampton to develop a safe e-scooter pilot program and leveraging the Vision Zero task force to advocate for increased education and enforcement to support the program. The pilot program data will be closely monitored and will help in making an informed decision on the use of eScooter’s.
