Councillor Starr, Committee Chair, called the Waste Management Strategic Advisory Committee meeting to order on May 20, 2021 at 9:32 a.m., in the Council Chambers, Regional Administrative Headquarters, 10 Peel Centre Drive. Councillor Starr participated electronically.

Regional Chair Iannicca arrived at 9:42 a.m.

  • RECOMMENDATION WMSAC-10-2021:

    That the agenda for the May 20, 2021 Waste Management Strategic Advisory Committee meeting, be approved.

     

Regarding Waste Disposal at Emerald Energy from Waste Inc.
(Related to 5.3)

Joseph Lyng, General Manager, Emerald Energy from Waste Inc. (Emerald), provided an update on the installation of a sixth energy from waste unit and a new steam turbine at the Emerald facility, including recent initiatives to divert waste from landfill and provide a local source of low carbon energy in Peel. He requested that the Region of Peel increase the volume of residential waste allocated to Emerald to 20,000 tonnes per year, stating that Emerald can immediately accommodate increased volumes in Peel.

  • RECOMMENDATION WMSAC-11-2021:

    That staff investigate and report back to a future meeting of the Waste Management Strategic Advisory Committee on the feasibility of increasing the maximum allowable tonnage of waste delivered to Emerald Energy from Waste Inc. to 20,000 tonnes per year, including the proposed terms of agreement, cost implications and the maximum number of truckloads accepted on site per day.

Norman Lee, Director of Waste Management, stated that under its current Contingency Waste Disposal Services Agreement with Emerald Energy from Waste Inc. (Emerald), the Region of Peel can send up to 10,000 tonnes of garbage per year to Emerald without any tonnage commitment. In 2020, the Region saw an increase in green bin organics, recyclables and garbage collected due to the impacts of COVID-19which resulted in reaching the 10,000-tonne limit under the Agreement. Staff recommend increasing the annual maximum limit to 15,000 tonnes to provide operational flexibility without a tonnage commitment from the Region.

Members of the Committee discussed and raised questions regarding: the implications of increasing the allowable tonnage delivered to Emerald by a maximum of 20,000 tonnes per year; increasing the number of trucks per day permitted to enter Emerald and potential additional costs to accommodate the Region’s requirements; and potential amendments to the terms of agreement with Emerald.

Presentation by Norman Lee, Director, Waste Management

Norman Lee, Director of Waste Management, provided an overview of the Peel Renewable Natural Gas Centre Anaerobic Digestion (AD) Facility Project and its benefits to the Region of Peel; an update on the procurement process, timelines and next steps; an update on the Enbridge Biogas Services Agreement; key risks identified; risk mitigation through service delivery and contract development; and, next steps. Norman Lee stated that an oral update on the AD Project will be presented to Regional Council at its meeting on May 27, 2021. Staff will report to the July 8, 2021 Regional Council meeting with the results of the procurement process and a recommendation to award the contract for the AD Project.

Members of the Committee discussed and raised questions regarding: the communication plan regarding the addition of diapers and pet waste as acceptable materials to the Region’s Green Bin Organics program; separate yard waste collection; the process to evaluate the request for proposals; and, risk management.

  • RECOMMENDATION WMSAC-12-2021:

    That Contract 2017-395N (Supply of Preventative Maintenance and As Required Repairs and Parts for Waste Management Biofilters) awarded to Biorem Technologies Inc. in 2017 in the amount of $184,108, be increased by $618,670 for cost of the media replacement of the biofilters at the Peel Integrated Waste Management Facility, for a new total amount of $802,778 (excluding applicable taxes), in accordance with the Procurement By-law 30-2018, as amended;

    And further, that the Commissioner of Public Works be authorized to sign or enter into any ancillary documents that may be required for the media replacement of the biofilters at the Peel Integrated Waste Management Facility by Biorem Technologies Inc., all on business terms satisfactory to the Commissioner of Public Works and on legal terms satisfactory to the Regional Solicitor.

     

Norman Lee, Director of Waste Management, provided a brief overview and the current conditions of the biofilter media, an essential component of the composting system at the Peel Integrated Waste Management Facility. The biofilter removes odours from the composting system’s process air before it is released into the atmosphere. Replacing the biofilter media will ensure a reliable system and help avoid impacts on the delivery of Peel’s green bin and leaf and yard waste programs.

In response to a question from Councillor Sinclair regarding the shed for reusable donations at the Caledon Community Recycling Centre (CRC) on Quarry Drive, Norman Lee, Director of Waste Management, stated that the amount of acceptable reusable materials for donations dropped off at this location has decreased. Most of the materials collected are waste, non-recyclable and not reusable materials which has resulted in increased costs to the Region.

The Director of Waste Management undertook to discuss the matter, including impacts of the closure as it relates to illegal dumping, with Councillor Sinclair.
