Councillor Starr, Committee Chair, called the Waste Management Strategic Advisory Committee meeting to order on February 3, 2022 at 1:03 p.m., in the Council Chambers, Regional Administrative Headquarters, 10 Peel Centre Drive. Members of the Committee and staff participated electronically.

  • RECOMMENDATION WMSAC-1-2022:

    That the agenda for the February 3, 2022 Waste Management Strategic Advisory Committee meeting, be approved.

Regarding Concerns about Waste Management By-law Enforcement Officers 

  • Referred to Public Works staff for a report to a future meeting

Michael Simon, Resident, City of Brampton, expressed his concerns on the availability of By-law Enforcement Officers in providing timely responses to resident inquiries or complaints filed after 5:00 p.m. on collection days. He suggested that the Region of Peel be nimble in providing its waste services, work with residents to build a sustainable system and increase public awareness to support waste management strategies. 

Norman Lee, Director, Waste Management, stated that By-law Enforcement Officers work during regular business hours when collection crews are on the road.  The By-law Enforcement Officers are responsible for monitoring the collection contractors’ performance and assigning the previous night’s service calls to staff for the next day.  Region of Peel staff have not received many requests for after-hours by-law enforcement.  The addition of after-hours by-law enforcement is not currently recommended by staff and would require Regional Council’s approval due to resource and cost implications.

The Commissioner of Public Works suggested that that the delegation’s request be referred to staff for a report to a future meeting of the Waste Management Strategic Committee.

  • RECOMMENDATION WMSAC-2-2022:

    That the Agreement for contingency waste disposal services (Document 2017-248N) between the Region of Peel and Emerald Energy from Waste Inc. (Emerald), be amended to increase the maximum allowable tonnage of waste delivered to 20,000 tonnes per year and to reduce the unit price of waste processing by 0.69 percent for a total annual contract increase in the amount of $717,200, excluding applicable taxes;

    And further, that staff be authorized to exercise the one five-year optional extension term in the Agreement at the new reduced unit price;

    And further, that the Region’s Signing Officers or the Commissioner of Public Works be authorized to execute an amendment to the Agreement, together with such further documents that may be required, to reflect the foregoing recommendations all on business terms satisfactory to the Commissioner of Public Works and on legal terms satisfactory to the Regional Solicitor.

Norman Lee, Director, Waste Management, provided a brief overview of the existing agreement with Emerald Energy from Waste (Emerald) and the outcomes of the negotiations between the Region and Emerald staff.  He stated that Emerald’s pricing is slightly higher than the cost to transfer, haul and dispose of waste landfill.  Given that there is no tonnage commitment in the Emerald agreement, Region of Peel staff are of the opinion that the price difference is a reasonable trade-off for the added operational flexibility that Emerald provides.

  • RECOMMENDATION WMSAC-3-2022:

    That the comments included in Appendix I of the report of the Commissioner of Public Works, listed on the February 3, 2022 Waste Management Strategic Advisory Committee agenda, titled “Peel’s Comments on the Proposed Amendments to the Producer Responsibility Regulations for Tires, Batteries, and Electrical and Electronic Equipment”, be endorsed.

Norman Lee, Director, Waste Management, highlighted the key amendments by the Ministry of the Environment, Conservation and Parks and stated that the proposed changes to tires, batteries and waste electronics incorporate provisions from the more recent regulations for Hazardous and Special Waste and the Blue Box Program.  The Ministry has indicated that the updated regulations will be finalized sometime in 2022.  The Region of Peel submitted comments to the province requesting that the Ministry maintain the current provisions in the regulations for producer responsibility, reporting requirements, performance audits, small producer exemption and general promotion and education requirements; and, that the Ministry increase electrical and electronic equipment management targets to 75 per cent for 2022 and 80 per cent for 2023 onwards with annual increases.

In response to a question of clarification from Councillor Sinclair regarding the implications of a reduced shift from recycling to waste streams, Norman Lee stated that an increase in electrical and electronic regulations management targets usually means an increase in diversion.  Historically the diversion rates in producer responsibility programs do not go much further than the target.  Norman Lee indicated that lower targets result in lower recovery rates and more material disposed of as garbage.
