CALL TO ORDER/ROLL CALL

Helena West, Committee Clerk, called the Health System Integration Committee meeting to order on February 16, 2023 at 9:33 a.m., in the Council Chambers, Regional Administrative Headquarters, 10 Peel Centre Drive.

A. Jones, VP of Patient Experience, Integration and CNE, Headwaters Health, (designate for L. Barbour) was present.

C. Neurnberger, VP, Capacity, Access and Flow and VP (Interim) System Strategy, Planning, Design, and Implementation, Ontario Health Central and West Regions (designate for S. DeRyk) was present.

S. DeRyk departed at 10:30 a.m.

ELECTION OF CHAIR AND VICE-CHAIR

• RECOMMENDATION HSIC-1-2023:

  That Councillor Fonseca be elected Chair of the Health System Integration Committee, for a 24 month term, or until a successor is a appointed.
• RECOMMENDATION HSIC-2-2023:

  That Councillor Brar be elected Vice-Chair of the Health System Integration Committee, for a 24 month term ending, or until a successor is a appointed.

Councillor Fonseca assumed the Chair.

APPROVAL OF AGENDA

• RECOMMENDATION HSIC-3-2023:

  That the agenda for the February 16, 2023 Health System Integration Committee meeting, be approved.

Overview of Health System Transformation, Current Health Policy Priorities and the Regional Role in Ontario Health Teams

Presentation by Brian Laundry, Director, Strategic Policy and Performance 

 

• Received

Brian Laundry, Director, Strategic Policy and Performance, provided an overview of the health system transformation including the formation of Ontario Health and Ontario Health Teams (OHTs) and the transition from Local Health Integration Networks (LHINs), to modernize and standardize health care in Ontario.  He highlighted key milestones from 2019-2023; the Region of Peel’s role in provision of health services, partnerships and collaborations, the evolution of OHTs, and the future directions related to Health Services and Regional programs.

Members of the Committee discussed and raised questions regarding the difference between Ontario Health, OHTs and LHINs; when it is expected that OHTs will reach maturity; the role of the HSIC regarding advocacy for Peel’s fair share for hospital funding; roles for HSIC and OHT in Hospice care; improvements on dispatching 9-1-1 calls and how to achieve emergency room (ER) avoidance; building on education and communication efforts to advise the public on access to services that are available; and when it is appropriate to call 9-1-1.

Councillor Fonseca suggested that future agenda items focus on the following strategies: mental health; 9-1-1 navigation; recruitment and retention in the health and medical professions; education and awareness on health and medical services that are available in the community, including those that would contribute to ER avoidance; and ensuring that information is accessible to all residents.
