Raj Chopra, Committee Chair, called the Region of Peel Accessibility Advisory Committee meeting to order on September 16, 2021, at 1:31 p.m., in the Council Chambers, Regional Administrative Headquarters, 10 Peel Centre Drive. Members of the Committee and staff participated electronically.

Committee Member Daniel was absent due to a personal matter.

Committee Member Misar was absent due to a personal matter. 

  • RECOMMENDATION AAC-5-2021:

    That the agenda for the September 16, 2021 Region of Peel Accessibility Advisory Committee meeting, be approved.

Regarding the Treat Accessibly Movement

Rich Padulo, Founder, Treat Accessibly, presented the Treat Accessibly movement which aims to help make Halloween accessible for 400,000 Canadian children with disabilities and to promote accessible trick-or-treating for children with mobility, sensory or intellectual disabilities. The presentation highlighted the first annual Treat Accessibly Day to be held on Thursday, October 7, 2021, which has been adopted by Peel Region schools; and, the first Treat Accessibly Halloween Village being piloted with 20-30 homes on Saturday, October 2, 2021. 

In response to questions of clarification from Committee Member Tymkow regarding promotion and awareness of the movement, Rich Padulo noted that they have shared the initiative with other municipalities published press releases and that free signage is available from the Treat Accessibility website or through local ReMax agencies. 

Gary Kent, Chief Financial Officer and Commissioner of Corporate Services, suggested that the Region could help to promote the Treat Accessibly Movement through social media channels. 

Presentation by Carolyn Smith, Senior Architect, Hossack and Associates Architects; and Mark Centrone, Program Manager, Capital Planning and Project Management

  • RECOMMENDATION AAC-6-2021:

    That the site plan for the Peel Regional Paramedic Services Satellite Station identified in the report of the Chief Financial Officer and Commissioner of Corporate Services, listed on the September 16, 2021 Region of Peel Accessibility Advisory Committee agenda titled “Peel Regional Paramedic Services Satellite Station – 11801 Bramalea Road – Site Plan Review”, be approved;

    And further, that notification of the site plan approval and resolution be provided to the local municipality’s Planning and Building Department.

Carolyn Smith, Senior Architect, Hossack and Associates Architects; and Biljana Bajagic, Senior Project Manager, Real Property Asset Management, Region of Peel, provided an overview of the Site Plan Review of the Peel Regional Paramedic Services Satellite Station located at 11801 Bramalea Road, City of Brampton, Ward 9. The presentation highlighted the placement of accessible parking spots; accessible entrances and automatic push buttons; accessible floor plans for staff and public and accessible washrooms. Over 15 such satellite stations have been completed, similar in design, layout, and accessibility features and are in accordance with the Paramedic Services Ambulance Satellite Stations Accessibility Features Checklist, previously approved by the Region of Peel Accessibility Advisory Committee.

In response to questions of clarification from Committee Member Karim regarding accessibility features for people with low vision or who are blind, Carolyn Smith confirmed that the satellite station has tactile indicators on sidewalks at curb cuts, signs in braille on main wayfinding signage,  colour contrasts within the kitchen area, and high colour contrast on walls. 

Committee Member Chafe provided the following suggestions for consideration in future developments:

  • The use of colour contrast throughout the space, including minimizing the use of silver or gray tones for those with low vision or colour-blindness
  • Provision of a second coat hook to accommodate people of varying heights
  • Placement of garbage cans during the planning phase to ensure they are accessible

In response to a question of clarification from Committee Member Tymkow regarding the use of the facility, Nancy Polsinelli, Commissioner of Health Services, stated that the satellite station will primarily be used by staff in Paramedics Services.

Veronica Montesdeoca, Accessibility Planning Specialist, provided an update on the work of the Accessibility Planning Program to date. Veronica Montesdeoca informed the Committee of upcoming public focus groups on the Region of Peel’s Age-friendly Planning and advised that further information, including registration details, would be shared with members of the Committee.

In response to questions of clarification from Committee Member Chopra regarding The Accessibility for Ontarians with Disabilities Act compliance status, Veronica Montesdeoca stated that the Region has been actively working towards compliance and will be sharing more details about the Provincial report with the Committee at its next meeting. 

In response to a question of clarification from Committee Member Karim regarding Digital Accessibility, Veronica Montesdeoca clarified that various areas of the organization are working together to ensure a collaborative approach. 

Regarding Health Standards and Public Consultations

Committee Chair Chopra provided a status update on the draft Health Standards public consultations for hospitals that are currently being developed by the Ministry for Seniors and Accessibility. The review of public input will begin in October 2021. The Ministry for Seniors and Accessibility is treating this initiative as a priority. The Committee Chair undertook to keep the Committee informed and offered to share the report to the Minister, when it is made available.
