Regional Chair Iannicca called the meeting of Regional Council to order at 9:32 a.m. in the Council Chambers, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton. Regional Chair Iannicca participated in person.

Councillor Groves arrived at 10:53 a.m.

Councillor Downey departed at 11:30 a.m.

Regional Chair Iannicca read an Indigenous Land Acknowledgement.

Regional Chair Iannicca and Mayor Crombie acknowledged the service of Toronto Police Constable Andrew Hong and the grace and dignity of the Officer's family at his funeral service.

Regional Chair Iannicca advised that United Way Greater Toronto will launch its annual fundraising campaign, “Show your Local Love Day” on September 23, 2022. He noted that United Way Greater Toronto continues to fund local community agencies to address the long-term impacts of the pandemic. In 2021/2022, the United Way’s support reached over 2 million residents across Peel, Toronto, and York Region. He encouraged Members of Council to visit the United Way website for more information on the United Way’s fundraising campaign, “Show Your Local Love Day”.

Stephen Sparling, President, Dundas Landowners’ Association, stated that the Association supports the new Region of Peel Official Plan in its entirety as approved by Regional Council, including the removal of the Dundas corridor from the Regional Employment Area while maintaining the employment area designation for certain lands located to the south of the corridor, and its recognition of the existing industrial land usages. He stated that the Dundas corridor should accommodate mixed uses to achieve the objectives that were set out for that area. The delegate stated that members of the Association are business owners in the subject area and have been involved throughout the Official Plan process.

Regarding the City of Mississauga Official Plan Amendment Numbers 142, 143 and 144 (Related to 14.5)

Stephen Sparling, President, Dundas Landowners’ Association, expressed concerns regarding the City of Mississauga Official Plan Amendment (OPA) Numbers 142, 143 and 144 and stated that the Association believes it is imperative to optimize the available supply of land to support a complete mixed use community in the vicinity of a transit node. The delegate requested that Association members be involved in discussions with staff regarding the City of Mississauga OPAs and that Council direct Regional staff to report back on the matter.

Regarding the City of Mississauga Official Plan Amendment Numbers 142, 143 and 144

Peter Gross, Counsel, Gowling WLG, on behalf of the Ahmed Group, expressed concerns regarding the City of Mississauga Official Plan Amendment (OPA) Numbers 142, 143 and 144, including: designation of the Ahmed Group lands as employment lands; limitations placed on the permitted maximum building height; and removal of Policy 9.2.8 that states the preferred location for tall buildings is in proximity to existing or planned Major Transit Station Areas (MTSAs). The delegate stated that the amendments do not conform to the Region of Peel Official Plan (ROP) approved on April 28, 2022, and that the policies would frustrate the goals set out in the Dundas Connects Master Plan which seeks to create a mixed use corridor that will maximize the investment made by all three levels of government for the bus rapid transit lines and bus station stop. He requested that Regional Council direct Regional staff to meet with representatives of the Ahmed Group and to consider modifications to the City OPAs to bring them into conformity with the ROP as required by the Planning Act.

Presenting the Concerns of the Mississauga Muslim Community Centre Regarding the City of Mississauga Official Plan Amendment Numbers 142 and 144

John Lohmus, Director, Plan Logic Consulting Inc., on behalf of the Mississauga Muslim Community Centre, expressed concerns regarding the City of Mississauga Official Plan Amendment (OPA) Numbers 142 and 144 including: the removal of Policy 9.2.8 that states the preferred location for tall buildings is in proximity to existing or planned Major Transit Station Areas (MTSAs); and limitations on the permitted maximum building height. The delegate requested that Regional Council direct Regional staff to consider modifications to the City OPAs to conform with the approved Region of Peel Official Plan.

Councillor Dasko proposed that the matter remain with the City of Mississauga which has completed extensive work and that City staff and Regional staff continue to work together to determine appropriate planning for the area.  

Regarding a Request for an Adjustment to the Major Transit Station Areas Boundary as it Relates to the City of Mississauga Official Plan Amendment Numbers 142, 143 and 144 (Presentation now available)

Nicholas H. Dell, Harper Dell and Associates Inc., on behalf of A. Frank Merulla and 590816 Ontario Inc., expressed concerns regarding the City of Mississauga Official Plan Amendment (OPA) Numbers 142, 143 and 144, including: the removal of Merulla properties (located at 2935 & 2955 Mississauga Road) from the Dundas intensification corridor; exclusion of the property from the University of Toronto’s bus rapid transit MTSA boundary; and, the removal of Policy 9.2.8 regarding the preferred location for tall buildings. The delegate requested that his client’s requests be considered by staff and Council.

Councillor Mahoney asked questions regarding the location of the subject property within a Greenland; proximity to Credit River Valley and the flood plain; and the property’s Mississauga Road address which falls within the City of Mississauga Scenic Route Policies.

Regarding a Proposed Site Plan Application at a Property Located at Mayfield Road and Airport Road in the City of Brampton, Ward 10

Sandy Dhaliwal, Landowner, City of Brampton, Ward 10, stated that he has been working with staff at the City of Brampton regarding a Site Plan application and Committee of Adjustment application for his property on Mayfield Road. The purpose is to provide a Starbucks Coffee location with a drive-thru entrance that meets the Starbucks’ car stacking lane requirements. He stated his concern regarding the Region’s letter dated August 11, 2022 requesting that certain entrances be removed and that portions of the land be given to the Region gratuitously for future roadway requirements. The delegate requested that the Region reconsider its request.

In response to questions of clarification, the Commissioner of Public Works stated that the site plan application process provides an opportunity to bring a property into compliance with the Region’s safety standards and land dedications are requested to provide for future capital works. She noted initial comments were sent to the applicant in October 2020 and staff met with the property owners in August 2022. There are significant safety concerns regarding the property.

Members of Regional Council discussed and asked questions regarding: land appropriation by local and regional municipalities; the challenge of applying rules to small infill lots; the need for road access and intersection safety on Airport Road; and, how to work fairly with existing land owners.

Regarding the Mother Parker’s Tea and Coffee Inc. Existing Operations from Incompatible Residential Uses

Andrew Ferancik, Principal, WND Associates Ltd., provided an overview of the Mother Parker’s Tea and Coffee Inc. properties and existing operations. He stated that Mother Parker’s needs to obtain periodic environmental compliance approvals from the Ministry of Environment and Climate Change and those approvals are jeopardized by the proposed introduction of sensitive uses, such as residential mixed use; and, the viability of Mother Parker’s ability to operate at the current location could be compromised. The delegate stated that it is critical to have policies in place to protect employers. Mother Parker’s does not oppose residential mixed uses in the Dundas corridor and supports growth and housing, however growth should not come at the expense of existing employers.

ITEMS RELATED TO HEALTH

Members of Regional Council discussed and asked questions regarding: the total number of dental clinics in each local municipality; lack of sufficient provincial funding to reach the 70:30 cost sharing model with the Ministry of Health for mandatory base programs (which does not include the Seniors Dental Program) and the potential need to allocate supplemental Regional funds; advocacy efforts to the provincial government; a comparison of the Region’s original dental program with the current provincial program; clarification that the Seniors Dental Program is a hundred per cent provincially funded and publicly administered through public health clinics or community health centres; and, that the use of private dental clinics, as authorized by the province, to address emergency treatments and the backlog resulting from the COVID-19 pandemic is expected to be discontinued within a matter of months.

In response to questions of clarification, the Commissioner of Health Services stated that staff continue to work with the provincial government and external organizations to bring awareness of the Seniors Dental Program and discussions have been initiated regarding potential support from the federal government. The Commissioner stated that a previous report to Council provided information regarding the locations of fixed clinics and approval of the seniors’ dental bus to help fill gaps in service locations. The Commissioner undertook to provide Councillors the heat map indicating clinic locations and areas of focus for the seniors’ dental bus.

    1.That the Regional Chair write a letter, on behalf of Regional Council, to the federal Minister of Immigration, Refugees and Citizenship Canada and provincial Minister of Municipal Affairs and Housing to request financial support for Peel’s Ukrainian Humanitarian Response; and

    2.That the Human Services Commissioner and the Chief Financial Officer and Corporate Services Commissioner be authorized to negotiate and enter into agreements with the federal and provincial governments to secure reimbursement for any expenses incurred in the preparation and delivery of the humanitarian response.

In response to a question from Councillor Mullin regarding a potential federal and provincial government plan to address the growing cost of the program, the Commissioner of Human Services stated that staff meet regularly with the federal and provincial governments and there has been no commitment for funding from either level. There is work under way at the federal level to establish an alternative program, however it has not yet been initiated. The Commissioner noted that the Region continues to provide support for Ukrainians and that although the shelter system is near capacity, the Region will continue the current program until a new program can accommodate the need.

    Whereas Regional Council passed Resolution 2017-990 to adopt the “Vision Zero” framework where no loss of life or injury from a motor vehicle collision is considered acceptable;

    And whereas, red light cameras, a traffic safety countermeasure device designed to reduce the frequency and severity of speeds and right-angle collisions at intersections, are installed to prevent motorists from running red lights;

    And whereas, red light camera locations are planned through a network screening process which ranks and prioritizes all intersections in the Region of Peel experiencing right-angle collisions and red light running, identifying where a red light camera would deliver the highest potential for safety improvement.

    And whereas, though the intersection of Finch Avenue and Darcel Avenue/Longo Circle was not previously identified in the network screening or operating budget as a priority location for red light camera deployment, the intersection would still benefit from installation of a red light camera;

    And whereas, the intersection of Finch Avenue and Darcel Avenue/Longo Circle is ranked 277th in previous network screening and not identified as a priority location for red light camera deployment,

    And whereas, the community has expressed concerns of red light running at this intersection, which could be reduced by the installation of a red light camera;

    Therefore it be resolved:

    1. That the intersection of Finch Avenue and Darcel Avenue/Longo Circle be identified as an additional priority location for red light camera deployment in 2023; and
    2. That the cost to fund the installation and annual operating cost for the additional red light camera at this location, in the approximate amount of $45,000 (excluding applicable taxes), be included in the 2023 Budget.

Councillor Parrish provided an overview of a recent traffic accident at the intersection of Finch Avenue and Darcel Avenue/Longo Circle and noted there have been several personal injury accidents at the location. She stated that the intersection, which is number 277 on the Region’s red light camera priority list, has heavy truck traffic and is impacted by its proximity to Highway 427.  She noted that installation of a red light camera would have a significant impact on traffic safety.

Councillor Parrish requested that the motion be amended to state that the installation and annual operating cost for the additional red light camera be included in the 2023 budget.

Councillor Palleschi proposed that staff develop a strategy to increase the number of red light camera installations at intersections on the priority list and provide possible opportunities for temporary installations.

Councillor Saito requested that red light cameras and the provincial report regarding the Automated Speed Enforcement (ASE) cameras pilot program be added as an item on the next Vision Zero Task Force meeting agenda.
